London, UK – July 18, 2025 — The United Kingdom government has officially announced an end to the issuance of new Health and Care Worker visas for foreign care workers, effective Monday, July 22, 2025. This policy shift marks a significant change in the country’s immigration strategy, aimed at reducing overall migration numbers.

The UK’s Home Office says the decision is part of a broader effort to promote domestic employment and curb abuse of the visa sponsorship system. Foreign nationals previously entering the UK as care workers under the SOC Code 6145 will no longer be eligible to apply under that route.

According to TravelBiz, which first reported the development, the government plans to tighten regulations and focus on UK-based recruitment in the health and care sector, despite concerns raised by stakeholders.

“This move prioritises local workers and aims to ensure the integrity of the visa system,” the report stated.

Until now, care workers were included in the UK’s Shortage Occupation List, allowing them access to lower salary thresholds, reduced visa fees, and faster processing times. All of these benefits will now be withdrawn.

While those already holding the visa can continue to work in the UK for the remainder of their permitted term, the possibility of renewal or switching to another care-related visa route may no longer be available. Additionally, no new overseas applications will be accepted under the care worker category.

Criticism from the Care Sector

The policy has sparked backlash from health professionals and care sector advocates who warn that ending foreign recruitment could worsen the staffing crisis plaguing the UK’s social care services.

“This decision risks putting even more pressure on an already overstretched system,” said a care home operator in Manchester.

The UK’s adult social care sector has long relied on migrant labour to fill critical workforce gaps, especially since the COVID-19 pandemic intensified demands on healthcare infrastructure.

As the new restrictions take effect, observers are calling on the UK government to develop sustainable long-term strategies that support both the local workforce and the needs of vulnerable populations reliant on care services.
